“Secretary of the Navy John C. Phelan is departing the administration, effective immediately,” said Pentagon spokesman Sean Parnell.

In the wake of Phelan’s departure, Hung Cao has been appointed as the acting Secretary of the Navy. This change comes amid a series of leadership transitions within the Pentagon during Trump’s administration. Cao previously served as the Under Secretary of the Navy and brings a wealth of experience to his new role.

Cao is a retired U.S. Navy captain with 25 years of service. He holds a bachelor’s degree in ocean engineering from the U.S. Naval Academy and a master’s degree in applied physics from the Naval Postgraduate School. His military career included deployments to Iraq, Afghanistan, and Somalia.

“They deserve the best training and weapons available,” Cao stated regarding service members. “Their intrinsic desire to solve problems using technology should not be stifled by red tape.” His commitment to modernization efforts for the Navy’s IT systems reflects this philosophy.

Cao’s background also includes experience in electronic warfare and counter-drone technology from his time at CACI International. However, he faced challenges in his political career, running unsuccessful campaigns for both the U.S. Senate and House in Virginia in 2022 and 2024.

Yet, he remains a prominent figure in military discussions. He has openly criticized COVID-19 vaccine mandates for service members as well as certain diversity, equity, and inclusion efforts within the military framework.

Phelan was known for being a major donor to Trump’s campaign before his appointment as Secretary of the Navy. His exit marks another shift in leadership that may signal future changes within military policy.

Details remain unconfirmed regarding any immediate policy shifts under Cao’s leadership. The Pentagon will likely provide further updates as developments unfold.
