Lindsey Halligan Under Investigation by Florida Bar
Lindsey Halligan, the former interim U.S. Attorney for the Eastern District of Virginia, is currently under investigation by the Florida Bar. This investigation follows complaints lodged by the Campaign for Accountability regarding her conduct in cases involving notable figures such as James Comey and Letitia James.
The complaints against Halligan were first filed in November with both the Virginia and Florida Bars. The Florida Bar has confirmed that it has an investigation pending into Halligan’s conduct, which has drawn attention due to the serious allegations involved.
Halligan’s appointment as U.S. Attorney was ruled unconstitutional by a federal judge, who found that she operated without legal authority. This ruling was significant, as it highlighted the potential violations of the Constitution’s Appointments Clause. Furthermore, two federal judges have indicated that Halligan’s actions included openly defying court orders and misleading a grand jury.
Michelle Kuppersmith, a representative from the Campaign for Accountability, stated, “We filed a complaint pretty fulsomely outlining all the ways that we thought her conduct around Mr. Comey and Ms. James’ investigations had violated the professional rules of conduct both of Virginia and Florida.” This underscores the gravity of the allegations against Halligan.
After being barred from referring to herself as a U.S. attorney, Halligan left the Justice Department in January. Her tenure has been characterized by her loyalty to former President Trump and a lack of prosecutorial experience, raising further questions about her qualifications for the role.
The Justice Department has also proposed a new rule that would allow the attorney general to review state bar investigations, which could impact how cases like Halligan’s are handled in the future.

However, Kuppersmith emphasized the importance of transparency, stating, “That is part of what prompted us to make this public, because we want to encourage state bars to continue doing their duty where they see fit.”
